The guidelines provide a planning framework to facilitate the development
of stream specific service strategies that are located within the agreed
policy and direction set by the Area Health Board. They are a resource
for clinical streams in planning services which focus on population
health, the development of performance data, outcome measurement mechanisms
and which propose cost effective deployment of resources.
Western Sydney Health requires service planning to be undertaken in
a coordinated, consistent and rational manner. It is to be done in an
informed context, with clearly defined service parameters and targets.
The challenge for Area managers is to translate health goals and targets
for their populations into a cost effective and clinically proven service,
achieving improved health outcomes. These guidelines are a key reference
in undertaking service planning.
The guidelines focus on Service plans locating them in the context of
other plans such as corporate or strategic plans, asset plans, business
plans, facility plans, and feasibility plans.
